Degeneration (Entropy Morph) Healing Chance not 15%

Yeah the chance to get healed should be 15% but looks more like 1,5% to me it procs way too few times. It also only works of basic attacks of weapon and not as it says in the skill of weapon attacks. which indicates it should work with any weapon skill?

✭There are a few odds driven elements of the game that feel they don't follow the stated percentages.
For example, I have a passive ability that gives me a 10% chance of filling a soul stone when I kill something yet rarely is a soul stone filled. However, a 10% chance does not mean that if I kill 10 baddies I get one filled soul stone.
Degeneration works so infrequently in my view that I pulled it from my skill bar.
I find the percentage chance of crafting enhancement similarly bewildering. 90% chance feels like 2% to me. So if it's not 100% - if I don't have enough enhancement material for 100% - then it ain't getting enhanced, period.
I am sure they are employing a system with a solid, mathematical and probability based rationale. I'm not going to go on a jihad over this. But I fill my own soul stones, I don't use Degeneration, and I store up plenty of enhancement material before I craft anything.1
