Attacks are supposed to pop you out of stealth... and the fact that you can get 3 attacks off fast enough to still count as being from stealth, thus 3 camo hunters hits, which only 100% procs from stealth, means it's *** broken and needs to be fixed.
You should be reported... not that toothless 'ol ZOS will actually do anything.

"ZOS Nerf vampires!" I really wish I had a nickel for every time I've heard this cry, I legitimately would never need to work again.
We've already been nerfed. Twice. If you die to swarm, it's because the swarms are being coordinated by a group of sorc's or dk's (or MAYBE other classes) with IMMENSELY broken amounts of Ultimate generation. Or you simply can't be bothered to move.
As it so happens, Bat Swarm is the only Ultimate of it's type. It can be a large AOE health drain that acts as a channel but isn't channeled, allowing you to perform actions while the ability plays itself out. Which if done correctly can gain you MORE ULTIMATE. Allowing for the ability to be cast again almost continuously.
HAVE NO FEAR.
With the implementation of the Champion system, the Ultimate generation of different builds (IE: High Damage DoT builds vs High Damage Burst builds) will be evened out to allow for a more level playing field.
Also, gone will be the day of light armor wearer's soft capping armor and becoming relatively indestructible - because not only will soft caps be removed and hard caps instituted, light armor will actually be squishy! Heavy Armor will be tanky! Medium armor will be that beautiful stealthy middle ground! (If everything works as we all hope it will)
Gone will be the days where magicka builds are the only viable builds, as ZOS is working to UP the damage of stamina based attacks to make them just as powerful as magicka based attacks.

Tbh, if you got hit by 4 swarms then you stood there either trying to heal (won't work) or tank it (won't work either).
