Should silver shards knock down werewolves .....

.... or have the chance to do extra damage if the Skilled Tracker passive is used?

The Skilled Tracker passive skill is meant to allow Fighters Guild skills that effect undead and Daedra also affect werewolves; I'm not sure that this is happening.

Not sure about the Skilled Tracker but the weakness of werewolves in this game is to poison, not silver. So no, Silver Shards should probably NOT do additional damage to werewolves.

Skilled Tracker passive does allow Silver Shards to proc for extra damage on werewolf's (well it did when I tested it).

It was working a month ago when a real life mate of mine who is in a different faction did some testing with me in Cyrodiil.

And I have seen it work on NPC werewolf's, but I have not tested that in the last two weeks tho. The chance of procing is only %5 but when it does, it almost one shots them.

They have to be shifted I found out, my main char is a werewolf and the stuff doesn't work if someone has skilled hunter and not shifted.

My werewolf shift is a bit busted at the time, can only half shifts near other players, or would test it out to see its current state

You might want to check it out on the PTS tomorrow.
FYI - There is no such thing as 'night capping' in a world wide MMO.
FYI - There was no paid Beta. When they launched the game the Beta was over, even if you don't think it was.
    FYI - It's B2P not F2P. There is a difference.
FYI - It doesn't take any player skill to mash keys or buttons in this game. The ones that stay alive longer have the better internet connection and speed.
FYI - The game is not broken, it still works. It just has 'bugs' that need to be fixed.
    Balance is a "Bad" thing.

Example: There were hundreds of Jedi and only two Sith in Star Wars. The Jedi wanted, "Balance in the Force" and they got it. Now there are only two Jedi and two Sith.

Will keep that in mind if I end up having time to download it, would also be a better way to address other bugs I have been running into with shifted and unshifted were.

Yes it should. We also need silver weapons that do double damage to undead (ghosts, spirits, vampires, and why not werewolfs too)

Overall werewolves are under performing, have been playing a werewolf awhile.

Currently shifting into a werewolf works about half of the time for me, other times I partially shift and are force to do everything around me slower and the mobs sometimes seem effected also, unsure about players. The other that I half shift, I gain the speed and the abilities, but my chars form doesn't change and can use the base meelee weapon faster and seems to work better then lycan claws.

In the end lycans need to be redone in my honest view.

Has for mobs, have the full fighter skill line even the achievement to match and everything seems to work well on lycan mobs, though sometimes not the ones that shift after taking damage to a given point. The fighter guild skills also sometimes don't work on blood fiends and zombies from time to time.

With skilled tracker, all the fighters guild skills should effect werewolves, that being said... The player werewolf is terrible underpowered. In its current state, I have no issues silver shards and expert hunter not working on WW. If their stengths don't work, niether should their weaknesses. Granted, when they do make the adjustments, I expect the fighters guild skills to follow suit.

If it should work, it should only work when one is in werewolf form. Vampires carry their weaknesses with them all of the time because they also do so with their strengths.

I've only played PVE but Silver Bolts doesn't knock werewolves down as it does with Daedra or undead and I had assumed that it should.

I honestly never found sliver bolts to be good enough to be on one of my bars anyway.

I recently put it on an alt I had levelled, after having it on my main a while ago, but have noticed that it now doesn't seem to affect multiple targets as it used to. Has it been changed or is it just me? (I refer specifically to the silver shards morph skill, not bolts)

Hitting multiple targets is an additional effect for one of the morphs; if you've chosen that morph it should still hit 2 additional targets.

Lorewise, seems to me werewolves would be more affected than Vamps would?

I'm starting to think this way too, but it's a useful skill to have to the option to load up for undead/Daedra heavy situations.

I was doing that just before the patch went live, so, it should still work now.
