Question about Enforcer Tabards

Reading through the various articles about the future Justice System, one thing wasn't entirety clear...

With the Enforcer Tabards giving enforcers the ability to drop in and out of the Justice System participation, does the system also make them attackable by those Outlaws that have bounties on them? Or do the enforcers have a guaranteed First Strike? Will the Tabards have a timer for removal? Or will enforcers be able to toggle their Tabards at will to jump in and out of Justice participation?

The first question I could learn to live with. But combined with the second question, that can be a bit overly skewed in favor of the enforcers.

    The enforcers tabard has a timer (or some other mechanic) that "requires some time to put on and take off". So while it's easy to go on and "off duty" you can't insta-swap it. No other real detail given in the audio.

    While wearing the enforcer tabard, the enforcer is fair game for all players except other enforcers. Outlaws can attack them and "common folk" can attack then to become outlaws.
