I only ever actively played the same character (Also choose this option if if you only use alts for mules or hirelings).
I've only just started playing and haven't settled on a main but I would definitely be option 1.

The fact you can learn all skills on one character has been one of the key elements that I enjoyed in the single-player games. In fact I didn't buy Skyrim until they patched the perk changes in. And I didn't buy ESO at launch because of classes and the skill point cap. Picked it up for half price in the recent sale and will probably unsub to wait and see details on spellcrafting.

I'm playing multiple characters, currently 1-50 and not planning on doing veteran content in cross-over zones, nor PvP in any form, whether Cyrodil or the justice system. They include more than one character in each alliance. They are active, and not mules.

I would like to play multiple characters, but I don't want to repeat the faction stories/zones.
I was playing my main pretty actively and then playing a couple alts when I wanted to play something different for a bit.
Now that my main is V1 and is unable to do anything but go through Cadwell's Silver for exp (I mostly play solo because I don't have a lot of uninterrupted time) I have since stopped playing any of my alts at all since it feels like I'm going through everything that I've already done.
I am also starting to get bored with my main as well because of the same reason.

Personally for me, I wish that there would be better options for leveling than having to do other factions quests, or that there would have been a disclaimer when I created my first couple of characters to let me know that eventually I would have to play through all the factions anyway.

I really love this game and the story but I dislike that there is no replay-ability once you hit Vet levels with your main.
This one swears-by his life and his love of it-that this one will never live for the sake of another man, nor ask another man to live for him.

I can confirm that ALTS exist in this game.

I play multiple 1-50 characters actively. They are in different factions.
I have eight characters total. Four are used as banks with some have hirelings and I'm slowly leveling up all four classes and two are in different factions.

I play alts, when I feel like playing and my wife doesn't.

Otherwise, we play our main characters together.

I play multiple VR characters actively. I have completed or am in the process of completing the silver and gold zones with all of them. I disliked the experience (-so far).
Real game for me starts at max level, having to go through that boring PvE stuff just to be able to play PvP decently (Not talking about the level itself but about sps I need for passives and skills and also about exp for leveling skill lines) is horribly annoying.

I play multiple 1-50 characters actively. My alts are leveling in zones I already completed with another character. I am enjoying the experience.
Running with an alt through a zone you already saw with your main is pretty standard for an MMO so I don't mind that.

Its actually a lot of fun as you can try different things with a different build and or choose different outcomes at quests.

It would be pretty boring without that possibility.

Call me a masochist, but I did gold on all 3 VR toons for the skill points. I feel like I should have stopped after the second one.

I do not have Alt, but I've rerolled (to change class). I though I'd be playing my two character but in the end, I abandoned my Sorcerer to play exclusively my Templar.
