1 GM on the most populated server, Thornblade, would go along way toward quelling the brewing unrest.4 -

✭✭Lotro had volunteer GMs. They were not paid. The Bethesda forum moderators are also volunteers, unpaid.
ZOS could tap our local resources and take in volunteer GMs if there is no room in the budget. If player X gets reported, then the GM can tag that player for investigation, at which point that players actions are logged. The GM can log into a permanently stealthed player to watch player X and see if he is performing the actions mentioned and submit his report to the ticket for investigation. He might even be able to record it and attach it to the ticket.
I've advocated something like this in tickets and have thought about trying to ask directly. Only thing is they would have to be paid. I wouldn't want any of you guys watching my character, sorry. Need in-game GM's that will watch over cyrodil even if only for certain times of day.1 -

My only worry would be that the volunteer GM would favor his friends, faction, guild, etc.4
