This seems pretty short-sighted. Consoles are at least primed to handle graphics. A PC may not have everything to run it smoothly. Hell, I did, and ran the game fine until the lighting changes in July.
As far as why I'd rather play on console:
It's drastically cheaper than buying a new gaming laptop, I wouldn't have to worry about add-ons offering other players an advantage and I could enjoy standardized performance with everyone I'm playing with. That and I'm genuinely curious as to how it will turn out.
There's genres that simply work best with mouse & keyboard. Adapting those to controller input always means severely limiting commands.

Tell me about it. I play via a gamepad. I'll admit it would be easier with a mouse/keyboard, however I am able to hold my own quite well though. It takes quite a bit of creativity to map the keys properly, however it is playable. I'd have to say the hardest thing to do on a gamepad is kiting. Without some sort of aim-lock, it is pretty rough to move and keep aim on your target. Or when the baddies are moving around all the time.
I use the keyboard only when I need to use the 5th skill, which is hardly ever, or I want to take a screenshot.
As for the graphics, console players, at least the ones I have dealt with, are more concerned about stability of play than they are about how pretty things look and will most likely be happy if it looks anything near to what Skyrim did.
I couldn't find it on the official zenimax store anywhere. It used to be.... So far, I've only seen pre-orders available from third party vendors.

What bewilders you? That console players don't care about graphics. Well that's not entirely true, console players do want pretty graphics they just aren't as worried as pc players. They don't want to spend $1200 to build a high end gaming computer to push better graphics, they don't want to spend weeks on end trying to pick the right compatible parts to build a computer just to have to troubleshoot it if something goes wrong. I have both PC and PS4 and until recently was mostly a console player. I liked being able to just go out and buy the system plug it in and go.
I like being able to trade in my games when I'm done with them. Consoles will never be as good as pc in power and performance and we are ok with that because we can still lounge and play and not worry about all the problems associated with pc.

half the cost and you can by 3x the power on a PC... the cost of a new console you can make a PC strong enough to play this game anyways...
The cheaper 150$ Graphics card options are enough to run on near max settings with only things like particle system turned down.

EDIT: I don't know if the statement about Alienware is still true now that it's run by Dell. Options seem severly limited when compared to before.

SOE has a fantastic console MMO title. DCUO on the console is actually thriving even more than the PC version. Some folks just don't want to deal with a keyboard and mouse sometimes. I know that while leveling new characters I can't stand sitting at the keyboard. There's really no reason for me to do so since it is so face roll. I'd rather kick back and enjoy it with a controller in hand. I know that Konk stated that controller support is something they would like to add to the PC version but he didn't make any promises. If it doesn't come to PC before consoles are released then I would consider switching platforms and transferring my characters.

Who cares about graphics?how can you play well without a mouse and keyboard a game that requires AIM and precise movement?
MMOGs on consoles is like FPS on consoles don't understand how people can enjoy without moving/aiming precisely.
The only way it will get a general release is if ESO ever goes F2P. No console player in their right mind would pay for a home internet connection + the console internet sub +the game sub.
They also need to sort out a working system for 'chat' as console only use voice chat an that's not really gonna work here.
It was a nice idea in theory but one I personally don't think we will see in practice.
