1. Block Casting: This is an issue, they recognize it as an issue, it's high on their list of fixes. One of the ideas being shot around was an increased cost for blocking and long term blocking, perhaps even adding a block resource bar. In addition, the reduction of attack abilities when in a a defense mode like this, so for example, massive resource increases on an attack while blocking, etc... This is something they are working hard on right now and was discussed in detail.
2. Perma Blocking: The resource bar would cause this to stop working very quickly, as the longer you did this, the more the resource would be used in higher increments.
3. Impulse: They are looking at instead of nerfing things like this, giving different options, so with Stamina build changes they want to make it so that you could use shield abilities and spells to protect against spell damage but not melee, etc.. so by adding more strategy to combat it would help. There was some private talk after the round tables about possible adding a cooldown or increasing resource requirements to insta-cast AoE's etc..
4. Batswarm: This one was put simply: "I'm constantly nerfing Vampires and they are still over powered". They recognize the issue and are trying to scale and balance the whole skill tree.
5. Nightblades: I disagree that the class sucks, one of my characters is a VR 14 Nightblade and I'm pretty dominant. However, the rebuilding of the stamina system and builds will solve a lot of these issues, I would suggest listening to the audio on this as their is several hours of skill rebalances mentioned.
6. Guild Tools: I mentioned this privately with the team. Such as guild mail, guild calendar's etc... they wrote it all down and want it in-game too. So I would look to that coming down the line at some point, it's definitely on their list.
7. Guild Merchants: We beat this one to death at lunch hour, but I can't honestly say what they are going to do with it, we didn't get a whole lot of confirmation on this.
8. Emperor: We discussed other things in relation to this. Removing the Emperor system is off the table, changing how it's obtained is up for discussion. One thing I spoke about was adding more positions, such as a Baron of a Keep etc, and giving them bonuses when defending that specific keep, other things people can aim for instead of just Emperor. We were told that they actually have the ability to add runner up ranks and are more than willing to do if that is something the players want, so that we have the ability to have more variation. They also are thinking of ways to stop or limit Emperor farming. Once again, lots on that in the audio.
9. Wow, haha.
A. Stamina changes will fix a lot of this. Stamina heal is actually incoming,
B. Horses were never really much cause for concern, I've not actually heard people complain too much about the speed, I feel mine is quite fast, but I do have it maxed for speed.
C. They are deliberately sparse to make it rare, it's not supposed to be stupidly easy to come by. You're going to see this more with the new resources they add.
D. Reporting came up quite a bit, there is some division in the company in regards to dealing with that. They try to deal with things as best they can, but they feel that it is hard to determine intent and they do not want to knee jerk reaction ban everyone. I mentioned how if a person is repeating the same behavior that they are indicating their intent. So that is something they are working on fixing, I feel they need to be more ban heavy.
E. That is something every game fights with, and I wish I had an answer for you, but it's a losing battle, uphill, both ways, in snow, rain, and volcanic ash,
Hope this helps,
Andrew
what the crap is block attacking and how is it different than block casting?
Forcing players to pay a tax to be in a guild will quickly see your guild disband, not too many gamers are going to pay a guild for the privilege of being in it. At least this guy won't. The whole guild store system is itself a joke. They already pay a tax to post and sell, you charge more and I predict the system will collapse, that's taxation without any real representation at all, more of a dictatorship or monarchy. What happened to the last country that tried that with the US? If it's not working that's because the current economic model is unworkable in it's current state, and giving more money to the chief to toss into a hole bidding on a vendor spot isn't going to fix that. Just make it a bigger gold sink than it is now.
As far as PVP goes, magicka builds are what I like to call Easy Mode. Every MMO I've seen implement always has some group that can faceroll easily. All games have that class so the losers get to become the winners.
I've already done the most I can do as a player to state my level of appreciation for the current state of the game, and for future direction. Balls in your court now Z.

Points 6 and 7 should definitely be addressed ! (not going to hold my breath waiting though)

Block casting.
Either implement Block Attacking or remove the ability to cast while blocking.

2.
Perm blocking
I think this was addressed but with no details.

3.
Impulse.
Either make it block able or nerf it more. Or, make other AOE' s unable to be blocked.
--
4.
Batswarm.
Lower the damage OR make it stationary. The cult cost is also extremely low for what it does some builds can maintain it almost indefinitely.
--
5.
Night blades.
Other than the Initial burst jump from stealth their class sucks.
--
6.
Guild tools.
Why are they so terrible? Add permissions/tabs The space is so bad for guild bank if u have a 500 player guild you literally get 1 bank slot per member. A complete joke.
--
7.
Guild merchants
are a failed concept. The return on profit is not worth the cost of out biddi g other guilds. Give a special bonus to tabards to give a % of looted gold to guild bank this is a simple solution to help guilds afford to bid. I highly reccomend though, a blind lotto with a set cost. This makes it fair for all sizes of guilds.

8.
Emperor.
This does not award skill at all. It awards neglecting family and friends and time played. Emperor skill line should ONLY work while you hold the title.

9.
Some personal things to add.
-Why is there no weapon equivalent to inner light?
-Horses are to slow. Wtb lvl increase.
-Nirnhoned drops are to sparse.
-Why does reporting someone for harassment do nothing?
-Lack of dev involvement with paying customers is a real turn off. Get personal, get off hipster.com sorry I mean Reddit. Use the damn forums.
Love ya

If ZOS not answering for everyone doens't mean that they don't know about it. Developers don't want to communicate with players directly and I can't blame them. ZOS have community managers for this.

Block attacking doesn't exist..
Currently you can cast spells while blocking even though you can't see the animation for blocking. What I proposed was ZOS needs to either allow physical builds to do the same thing "block attacking" or disable blocking while casting. Phys builds can't block when using skills. Magicka builds can. Serious balance issue.

You clearly are not familiar with NBs. What you describe are the bow NBs that are reliant on snipe opener rotations. That's what they're built for, they sacrifice all their survivability for that and have no one to blame but themselves. Not to mention, ZOS has actually stated what will be a concrete buff to these builds:ExiledKhallisi wrote: »5.

Bow
Poison Arrow – Increased the DoT component, but kept the base damage where it is
Volley – Increased the base damage
Arrow Spray – made the true area of effect more closely match the displayed template
Snipe – Reduced the cast time of snipe to become the bread-and-butter damaging ability for the bow line.
Long Shots (passive) – Reduced the range threshold required to receive the bonus to work well with the maximum range of all bow abilities

Siphon blades have great survivability, but lack in DPS. And two handed NBs absolutely wreck face.
Before you say NB class sucks and they're only good from stealth, you should watch and learn from my NB duo partner.https://www.youtube.com/watch?v=fFdJp1evqBo
I think the real issue here is, too many people who make NBs are doing it because they're envisioning some kind of rogue/ninja attacking from the shadows and vanishing. As such they limit themselves in the weapons and playstyle they use - it's hardly a coincidence that most use bow/dualwield, have limited sustain, and try to stealth away if their opening rotation doesn't insta gib you.
A spell for weapon crit would just seem stupid. Passives work for that anyway so I agree here what skill line would even be used for this and would it be class based or guild or world or ??ExiledKhallisi wrote: »-How would a weapon equivalent to inner light work? Also..
Medium armor skills are a decent way to get your weapon crit just as high as someone using inner light does for spell crit. Since weapon attacks with a staff are magicka crit based, medium armor doesn't stack with it so you have 2 methods for crit bonus. Medium armor = physical and inner light= spell crit.

You can already get a way higher weapon crit than you can spell crit. Don't forget that Inner Light takes up TWO bar slots.ExiledKhallisi wrote: »A spell for weapon crit would just seem stupid. -Light armor passive Prodigy grants 10% spell crit with 2/2 if 5pc light is worn
-Med armor passive Dexterity grants 21% wep crit if 7 pieces of armor are worn
Inner light gives 20% crit at rank IV
30% Easily obtained spell crit with only 5pc of light worn
vs
21% wep crit with 7 pc med worn
Do you not see the difference? It doesnt have to be a spell, maybe a defensive aura that has something to do with stamina/taking damage and grants some crit.
