Who said DK is OP here except you?You mean shield which strength depends from your HP, don't reflect ranged attacks, with small damage radius when it ends, gloving like Christmas tree and do insane dmg only when it's bugged?
Sorry, if you can't handle non bugged Blazing shield- l2p!!! Even holding distance and spamming Lava whip(I assume OP is Dk) is enough to counter blazing shield without taking any damage from it.

Dear, should I copy paste? Instant 30% health shield that lasts 6 seconds. This means you can use this skill, do all the things you want until the shield is up (examples: block and casting, spamming aoes, using ranged attacks, escape, eat a sandwich) and then recast it.
The damage part isn't that much important, that's why I put that in another sentence, duh.
If magicka regen was interrupted with the shield up or even if the skill wasn't instant (so interruptible) it wouldn't be a bad designed skill.

And now for the shields. Every *** shield in game are insta cast. There are no shield which forbids you to attack or defend. Reflective scale, Obsidian shield, Sun shield, Annulment, Bone shield. All those shields allow you to do whatever you want. All shields or their morphs do damage, except for annulment.
Only "shield" which forbids to cast or block, while it's active, is Mist form.
And please point at any other shield which won't allow you to regenerate magicka?

Anyway.
Obsidian shield and annulment aren't as powerful as sun shield, obviously.
Bone shield synergy on allies is actually 60% health shield and well.. See the problems of shields above. But it's a synergy at least.
Blazing shield used to stop magicka regen, but genius of balancing studios (ZOS), removed that because people here were complaining that DKs were too powerful and templars were the weak class that needed buffs. Some people still think that actually.
If a damage dealer gets in a fight with a templar with that skill, he can't do anything about it. They can cast it again and again and there's no counter.
If there was a cast time, even of 1 sec, at least he could interrupt or something, but nope.
"Range" they say, but I don't think the templar will just stand still.
Instant 30% health shield that lasts 6 seconds! It even does damage too!
