Destruction Mastery Gear (Set)

Earlier today somebody was selling some gear that caught my attention. If I remember correctly the name of the item was "Breeches of Destruction Mastery"
Obviously it was part of a set and it had great stats (at least for me it did)

Anyway, I tried to whisper the player asking if they were a crafted set or a drop item. Unfortunately he either didn't see my question of chose to ignore it. I've tried searching online for this item but couldn't find any info.

Is it a crafted item or a drop? And if a drop... from where?

They all have reinforced trait.

I have to add that i returned back to Torug's Pact after testing the set.

At the moment I use the Willows Path and Warlock sets (both 5 piece) and it's all good. Wouldn't mind giving this set a try though.
Another reason is that I haven't seen any VR14 Warlock sets about

Hello Destro set light armor with reinforced and +8 spell damage. Have the devs even played the game? Why spell damage? Surely they realize that destro skills scale off weapon damage... Maybe not.
