Balmora doesn't exist. Most of Morrowind is barren landscapes and ashlanders.

Balmora existed as far back as the end of the First Era, and wasn't destroyed until the 5th year of the Fourth Era.

ESO takes place in the Second Era, so Balmora is alive and well at this time.
