Lvl 50 < MOBS in Coldharbour dropping loot for VR6

I was under the impression that MOBs 5 or so levels below your character wouldn't drop loot.
Having just researched my 8 dagger trait I popped back to Coldharbour to use a crafting station and discovered that the MOBs in Coldharbour (some as low as Lv 45) were still dropping loot when killed by my VR6 Nightblade; it this meant to happen?
There seem to pack a bit more of a punch that a Lv45 MOB might so I'm wondering whether they've been scaled up a bit or if it's a bug.

✭✭✭✭✭Because any VR Rank is really L50, then L45 mobs still have loot for you. Cool huh?
It's the L44 Mobs and lower that don't drop anything for VR Ranks.
