VR14 Covenant's Greatsword dmg wrong? or capped?

Got VR12 and VR14 Covenant's Gratswords from Elite Gear Vendor and VR14 sword has the same damage as VR12 sword.
It should be 176 yet as you can see it is not:
Both swords are from Elite Vendor, I know that reward sword VR12 upgraded to Legendary has 164 DMG. But VR14 sword in the image is Vendor bought sword NOT A REWARD.
Is it a bug or they have capped damage for VR14 sword at VR12 value?
Bought it today, so it's post 1.4.4 patch sword...
Can't test it, I'm not VR14 yet...

ozmorgudduth✭✭✭It was supposed to be fixed today with 1.4.4:
- Fixed an issue where Elite Gear Vendors in Cyrodiil were selling VR 13 gear instead of VR 14 gear.
This is the simplest possible bug, the value.
This bug is clearly visible to anyone that can read and count and will read bug report with comprehension.
The funny thing is that I have reported this sword on PTS few weeks ago, back then it had everything wrong on it, I feel like an idiot for not double checking it before I have bought it today.
I haven't predicted that upscaling gear from VR12 to VR14 might be such a huge and complicated operation taking months and months of development to be accomplished successfully...0
