A Lich does use a weapon... a staff, and powerful magics.

And while being undead, they still retain their intelligence. They are not like a zombie. Many Liches actually summon the undead like a necromancer. So it does not break the lore at all.
As a matter of fact there are those in ES lore that secretly practiced or attempted this while being part of the Mages guild, and it is frowned upon. Nevertheless it is part of the lore, and would fit right in.

Have you seen any lich with sword or bow? I see lich as a very powerfull mage who can trick even death. So I even cant imagine lich with bow. We've got enough in the game to balance first, IMO.
If you want a storyline-friendly reason: liches are not common... not even remotely common. It's not like a vampire where some lich hits you and you become one. There is a deep story of great power, sadness, abuse, and usually some great desire for revenge buried with the person who becomes a lich.
IMO - we simply cannot have hundreds of them running floating around.

Personally i dont care about immersion in a MMO , so to me it makes little difference , but im sure this will annoy some players :P.

Liches in this game can do it alone, they create a temporary repository (a Phylactory) in which to store their soul while they transform, the final stage is to redeposit their soul back in their body, at which point the Phylactory is no destroyed. In Elder Scrolls the Phylactory is never a permanent artifact.
This is from doing a Dark Brotherhood Quest in Oblivion (where you stole the phylactory and thus killed the lich) where the Lich's own journal explains the process.
