Lack of V14 gear?

I have yet to come across a single piece of gear that is v14, with the exception of PvP rewards of the worthy which isn't that good..

I've done normal mode on dragonstar and it drops v13 and it's been rumored you only get v14 from hard mode.

In PvP there are no v14 blue containers, and I'm not sure why that's the case.

Just trying to figure out what's up with the lack of v14 gear.

    you only get v14 gear from trials if it is like v12 gear.

    Then it should be the same way in pvp, you get v12 pvp gear from containers yet it's lacking v14 containers. I really want to dump some AP and get some sets.
