Confusion about Spell or Weapon damage on Destro Staff

I am slightly confused if Destro Staff is scaled by weapon or spell damage. I was told that destro staves are scaled by weapon damage (although I thought it was spell damage as it uses magicka) but aren't they affected by spell crit?
Also is this the same for healing staves?

Kayira✭✭✭✭So if they scale of weapon damage and magicka are they affected by spell or weapon critical? Wouldn't it make more sense that they scale of weapon crit considering they are influenced by weapon damage? Zenimax should make their mind up if staves are spells or weapon and put them in one category rather than 2. Thanks for the link Lynxa!0
