i will say that to me it seems like they lowered the pop caps since on Wabba it wasn't unusual to see 60-100 man-a-side zerg fights going on at numerous keeps when all 3 factions were pop-locked
here on Thorn when all is pop locked it is rare to see more than 50 per side (usually 20-40) at just the couple of keeps under attack
