Have you been grabbing water flasks and random bottles too?

Solvents found in dungeons are usually next tier up from ones found along the shore in the same zone. So if you are finding level 30 solvents on the shore then you should find level 40 solvents in the dungeons of the same zone.

Best place for the level 40 solvents though is along the shores in Cyrodiil.
If they ever create a Legendary recipe it better contain bacon as one of the ingredients. I'm just sayin'.

rather than starting a new one, if i may also report an issue i just remembered?
    the OP reminded me..

if your character belongs to EP, past level 15 or so, crates and containers correctly drop tier2 solvents, even in the first area, Stonefalls
but if your character is DC, and again at the relative faction's first area, ie Glenumbra, you can be level 20 and -still- get tier1 solvents. No matter the container

I gave it right to you, it's very rare. I was pleased to get past needing that.

The stuff you see in large puddles in Coldharbour is not water but "chaotic creatia", so finding level 40 solvent is difficult, and it is by far the most rare solvent in the game. I find it in Cyrodiil as random loot from time to time, but the only PvE places I have found it were urns and crates in Coldharbour. The towers in Court of Contempt were particularly rich in solvent loot, as I recall it, but that was several months ago, and everything might have changed since then.

I farmed the waterskins in Coldharbor around the Lost Fleet. The area with all the pirate skeletons. They're easy to spot if you have a point spent in Keen Eye.

I'll say it again, the other easy source for the level 40 solvents is the bottles in the hollow city. They can spit out faction specific drinks or water. Water seems to be the most common result, however. So you can get it that way, if you're willing to ransack the town.

I farmed the delves in southern bangkorai, almost all filtered water down there inside the pots, bottles, jugs, etc.

I always thought it was because the Level 40 solvent is called Filtered water, so you're not going to find it in lakes or rivers ;). But yes, it is annoyingly stupidly rare, and trying to find it drove me nuts when my chars were that level.

I ended up paying something like 8000 gold to buy 120 Filtered Waters from someone on /zone. I don't necessarily recommend this for everyone, but it helped me at a time of great frustration :D.

There is an Inn in the Hollow City in Coldharbour. Just relog farm that Inn and you will have stacks of water in no time.

Until the devs decide that's an exploit and fix it.

Actually I found plenty of water while exploring coldharbour.

It's been stated by the devs many times. Relog farming is not an exploit. Every container and food item are instanced per player.

I know, but they have changed their opinion of aspects of the game before, and I think that's either next or next but one on their list.

(Please note; list is a metaphor, and doesn't actually exist, no conspiracy here)

What I found running a L15 around the EP regions is that L30 water dropped in Eastmarch and L40 dropped in Riften. I'm pretty certain that's backwards to the Region Levels, I couldn't understand the why of it.

No, that's right. The EP order is Stonefalls -> Deshan -> Shadowfen -> Eastmarch -> The Rift. Eastmarch runs low to high 30s, 32-38 (I think), and The Rift runs from there to 43.

OK, that weirds me out slightly because Sees-All-Colours Room is in Windhelm, and I thought that the investigation of that was in the fifth region. It was also easier to enter the Rift I think, though, now that I think of it, the entry wayshrine was in that northern town. NVM I'll see what it all is, now that I have collected what I wanted and have restarted progressing the character. Hopefully they'll do something about the availability of L10/L15 recipes that doesn't make it necessary to expand the entered regions just to find groups of accessible containers, if you are searching for them.
