It's because some people have gone back to do some PvE given there is new content while some others are grinding to level up or chasing skill points etc.
Population will bounce back within a couple of weeks. This update has been trouble free in comparison to previous patches.

Hi there... the European pvp servers are completely empty! Yesterday there was at least a red and a yellow one playing their buffservers.
Since patch i seriously found only 2 enemys in whole Cyrodil trying to find any on 2 servers.
Where is everyone?

trouble free my (snip). the nights silence set is completely useless now. and from what iv hear, crashes still occur on a regular basis, and ZOS'es crappy stance on cheaters still remains.

given that they didn't do much in terms of PvP i'd expect it to be 'trouble free'
they couldn't even be bothered to adjust armor and trait stats on the 'new' VR14 elite gear vendor:
the higher enchantment that most of US change is all they did - lazy taking of VR12 elite gear and just relabelling it VR14 - tough to screw that one up.
PvE actually is very nice in terms of the Arena. UP! for that but DOWN! for pvp.
Content patch 5 should seriously offer something for the pvpers that are a majority and very important for this game.
Like others have said already, people are just dabbling in pve for the moment being, that'll change.
Also don't forget that pvp is getting a whole patch and brand new content pretty soon. This doesn't change the fact that there are some current issues that need attention asap though, but still...

You need to read my statement again, I didn't say there weren't issues, I said relatively trouble free compared to previous updates. If you think this update is as bad as 1.2 that brought us the FPS bug and Caltrops abuse then well, what can I say.
Trust me, I want them to start giving a flip about PvP as much as anyone. I've nearly had enough with ZOS and their total disregard for the PvP side of the game. Regardless, I don't think this update has been bad by their standards.

The key word is still. There are still issues, but not many new issues. None of these updates are intended for PvP, they are only PVE content updates that include an occasional bug fix or small change in PvP.
If they don't completely break PvP when adding stuff to PvE, that's step forward for ZOS.
well, the next step forward is to stop adding more to the grindzone and start fixing PvP. its been ignored for far to long.
