well to be fair, you dont have to kill anyone to get it. You just have to damage them then move on to the next (if you are in a party) because if your party kills someone that you damage then you get the "killed so and so" and the set procs. Even though you were not the person to deal the final blow.
Maybe a fix would be in order then, rather than complete removal? If KillCounter can tell if I do a KB, I would hope ZOS would also know..... Just code it into the weapon differently.

Force weapon swap to have priority over EVERYTHING. Close enough. Make stamina builds even with magicka builds.
Disable abilities while holding block. Give us a REASON to do dungeons more than once.
Remove PVP AoE CAP. It is ruining Cyrodiil. Fix/Remove Forward Camps. They are ruining Cyrodiil. Impenetrability needs to REDUCE CRIT DAMAGE. Not negate entire builds. Werewolf is not equal to Vamps/Bats.
