It's not a marketing tactic, network bandwidth has always been measured in bits. ISPs are merely conforming to industry standard naming conventions.
This is because it is actually bits that are transmitted - 0 and 1 - and then are assembled into bytes to form meaningful items. Historically, bytes have not always been 8 bits and therefore bits was decided upon as the lowest denominator for determining bandwidth, in order to prevent confusion over different byte sizes.

Im suposed to have 60, its 45 or 60 depending on where i test. Changing DNS helps with my provider.
But what I notice with ESO downloads is when they get slow hit pause then start. Mine goes from 6mb to 3, then I pause start and it picks up again.
Now i know why people in Brazil have slow internet... You stealing their bandwidth.downloaded at 7.5avg(Brazil)
