There is always a couple "late addition" nerfs and/or buffs. 2.) Is the game engine on the server actually being patched 'ala carte', toss in some of this, a few of those... see what happens... maybe add a few more of the items on the 'B list' and see if that breaks something?
If it's #1- there's no reason that the patch notes don't or can't exist. They already know what is being applied to which things.
If it's #2, then they're still using the 'Shake some chicken bones in a cup, spill 'em out, and see what the spirits portend' method, and that kind of implies that it's all seat of the pants patching with no clear idea what the outcome will be....
Are we really being given the message that they'll stop putting in more ingredients some time today when they think it's getting just a little too salty, too watery, or too chocolaty?

If I wanted to see the PTS notes, I'd go read the PTS forum, (again, which I did), which has little to do with the actual 'final patch as of Sept, 15, 2014, as of 08:30 AM EDT'.
My point was that they're patching with a known quantity, the patch, or they're just winging it until it breaks in half.
If it's a known quantity, then it's a final quantity, and as such, they know what the patch notes include.

Did you bother to read my first sentence? PTS notes and what goes live will not always be the same. Yes, something might break, which happened with the original release of Craglorn. Something break in a patch isn't an ESO issue, every game has those problems.
Why would they post a patch note when they're not ready to release it?
The fact this thread was created shortly after the server went down is telling. No patience.
They've always released the patch notes around 30 minutes before the servers come back online.

Wish you could make the downloads available without using the patcher. I can pillage my work bandwidth then, and not have to wait 2 days while my sloooow connection at home downloads this stuff...
