And to become absolutely invulnerable by downing potions every 3 seconds, especially with player made potions that can, for instance, have double or triple affects. Seriously, alchemists would instantly be the most in demand craft, and every PvPer would burn through a hundred stack of triple effect (health/stam/magicka) pots every night.
Just having triple effect player made potions is more than enough inducement to encourage potion making. So, yeah, the tooltip is just wrong, and nobody who appreciates a challenging game wants to see zero cooldown on pots. The whole game would devolve into how many stacks of pots you could afford.

We already got an official response, but the fact that we have potion cooldown reduction glyphs tells me that they're meant to have cooldowns.

We already got an official response, but the fact that we have potion cooldown reduction glyphs tells me that they're meant to have cooldowns.
Those glyphs are nice, but all of them are 5 second. White, green, blue, purple, or gold it doesn't matter. 5 seconds.
