You may have seen that while there is an option under Settings / Social called "Minimum Transparency" it doesn't really solve your problem as the actual chat text still fades for some reason. I'm not aware of any default in-game solution, but there are some addons out there that will let you set it as you're seeking.

My first suggestion offhand would be Wykkyd's Enhanced Chat, (http://esoui.com/downloads/info733-WykkydsEnhancedChat.html) by the description it has an option to do just what you want: "Prevent chat text from fading".

There are a number of others that may do the same as well (here is the chat mod addons section url=http://www.esoui.com/downloads/cat55.html]http://www.esoui.com/downloads/cat55.html[/url at http://www.esoui.com), but Wykkyd's Enhanced Chat looks rather clean and straightforward in what you're after. There are other addons and other addon sites out there as well if you want to look around more.

In case you're leery of using addons, my suggestion would be to give it a try regardless. The addons are self-contained in their own folders and easily installed or removed, and the in-game interface to turn them on and off globally or by character and adjust the addon settings is all rather painless and clean, it's set up quite well. Personally, after months of disliking the compass at the top of the screen and wishing it was not there (turning it off was an .ini change in ES V: Skyrim) but not wanting to use addons, I finally broke down and picked up Wykkyd's Full Immersion (http://www.esoui.com/downloads/fileinfo.php?id=48) last week and rather wish I had done it five months ago.
