New bug - constant CC and skill lock after ressing - anyone know cause?

So members of my group have experienced a cc and skill lock bug after ressing at a camp. It's usually after a big fight where two organised/large groups encounter one another.
Several times we've had members res at a camp with a visible CC lock effect around them (swirling cc slow at their feet). They can repeatedly use the 'break out' ability, but it does not actually break the effect. They are also completely locked in terms of skills, and are unable to do anything except the cc break.
Is anyone else experiencing this bug and, if so, do they know what might be causing it? Is it something we are doing so we can avoid it? Is it happening to other factions?

✭✭It's not just rezzing, it happened to me in the middle of a large battle last night. I was on one bar, and switched to the other only to find that I wasn't holding a weapon on that bar and none of the skills could be used.2013
