A DPS simulator - is this possible?

Is it possible to make an addon for ESO that loads up your characters attributes, gear sets, buffs, and other things that factor into how much damage your character can do, and have the addon open a small application style window in the middle of your screen in game that has a picture of a boss or enemy NPC or something, and has a cast bar at the bottom of that window that you can add spells to from the spell book onto as if you are loading up your normal spell bars with spells and abilities, and then when you click on the buttons the show how much damage they would do to a boss NPC from say Aetherian Archives?

I know it might sound confusing, but basically is it possible to make an addon that lets you simulate dealing damage to a boss in a Trial and determines how much DPS you could put out on that boss fight, with the ability to mix and match skills inside the addon window?

Also, it would need to be able to register light/heavy attacks as well as spell attacks.

I kind of doubt that it would be anywhere close to accurate even if it could be built. Doing the best DPS in ESO requires specific classes, light armor, Magicka build, light/heavy attack weaving, potion popping, and animation cancelling...
