That is pretty slow, but depends on how often you play and how much you play. I have a 2 Vet12 characters, 1 Vet2, 1 Vet9, 1 Vet1. Around the first month or two I made and deleted MANY characters because I couldn't find out how I wanted to play. However, I put have put in a lot of time into the game.
    Fire Cloak - VR12 DK - Nord - EP
    Ámeer - VR15 Templar - Imperial - AD
The Mágician - VR16 Templar - Imperial DC
    Magíc - VR16 DK - Dark Elf - DC
    Àmeer - VR16 Templar - High Elf - DC
    ámeer - VR16 Templar - High Elf - AD
    Æ ámeer - VR16 Templar - High Elf - EP
Ameer Flow - Level 34 Nightblade - High Elf - EP

    Well here is one option,

Get someone to craft for you or buy some armor with the Exploration trait on it. It will continuously add points to leveling while you enjoy just exploring and seeing the sights.

Every new special location, town or village and wayshrine you come across will give you leveling points.

You can happily enjoy the sights and every now and then, ding-ding, your experience bar goes up and the moment is just that more special.

Thanks everyone for the feedback. After playing last night I realized, I'm slow period. Because I just wonder around enjoying the beauty that is ESO. Literally spent 4 hours doing nothing but walking around staring at the woods and architecture. So I have now come to accept my slow slow slow accent to higher levels.

Just take your time and enjoy it, I started with Kotaro Atani (my Khajiit Nightblade) since early access and he is currently VR11 and as of today,13% away from VR12

And next week the 1.4 Patch drops and the VR levels increase to VR14, so I am right on time..

Sounds about right to me - I started playing from early access (which would have been what, 30 March?) and just hit VR1 last week. I really had to push myself to get to VR1, but my guild was doing some questing in Craglorn and I wanted to go along, so I did really knuckle down to gain the last few levels so I could join in :)

I don't think "levels per week" is a useful metric. A weeks play can mean very different things to different players. Hours per level is probably a more useful statistic.

And my personal gut feeling is if you ignore all the time spent crafting, harvesting/etc. Then I'd guesstimate it's probably about a level per hour of actual *play* time questing if you aren't blowing through content you already know.

Once I created a new character and power-leveled mainly by questing. I got to level 10 in 1 day. You are doing nothing wrong. The way you level depends on how often you quest and grind.

Kinda pointless comparing days played unless everyone here spends the exact same number of hours and minutes per day playing. Comparing hours played i.e. time on device would be far more practical and true.

That being said, enjoy it and don't worry about how long it took others. [the whole journey not destination quote etc. lol]

first time i got into the game with my first character i lvled up to lvl 8 in my first play session. By the end of my second play session i was lvl 16. I had killed molag bal within the first 3 weeks after i bought the game and i have a job and i go to work everyday, well i mean 5 days a week.

Going up 12 lvls in 4 weeks is slower than slow. But luckily for you , lvling up is not a race against the clock nor against other players unless you want it to be .

Just do what you want and what you like and have fun doing it , thats all that matters .

Be who you want to be , do what you want to do, play the way you want to play.

Same goes for your build. There is no perfect build, there are only other builds.
