Ya, at least you can attack cities though and pretty much make yourself kill on sight. Ya I agree attacking players who just are questing and minding their own business would be bad for immersion,haha. Although I wish factions meant something in this game and it was kill on sight and they removed Veteran levels. Should of been you need 3 different characters if you want to quest/experience other zones in my opinion . Of course ESO was made trying to appease casual players and hardcore alike, so they did not care about faction pride when creating eso. Justice system is NOT open world PvP. You cannot just go out and attack other players. Also, most players of the game are in fact in cyrodill playing PvP because it's fun. Yes the justice systems will allow PvP outside Cyrodiil.
Anyone who steals goods that belong to NPC`s or anyone who kills NPC`s inside of cities will be considered criminals and then any other players are allowed to kill those criminals as soon as they become kill on sight.
No you can`t kill someone for stealing a carrot but if he steals enough of them to become kill on sight then anyone can attack and kill him.
Which can only be described as open world pvp. The fact that there are conditions to it doesn`t make it any less open world pvp.

So you also have to be able to defend against everyone.
If its implemented so that you can only defend after someone attacked its gonna be a hard time for lawless considering the ttk we have atm and the fact that first strike gives someone a huge advantage.
If its implemented so that you have to get a bounty contract it will be stupid too, cause of instances (for the same zone) and other reasons which end in the case that you will hardly find the outlaw.
There are too many flaws when not implemented in a ffa way.
They also have to implement lawless towns so you can at least sell something somewhere.
There also have to be downsides from getting killed, otherwise it will be abused so that one friends gets his bounty and hides somewhere, while the other one always kills him and gets the reward.
This will be even more abusable if the bounty raises with more crime someone does

I really want to enjoy Cyrodiil, but every time I try and PvP there its the same crap... Zergs, AE spam, unresponsive skills, imbalanced numbers on either side, gankers(this I would have no problem with if it wasn't for the stupid 3 second auto lose stun when you get knocked off your horse).
I love the idea of Cyrodiil and the map is beautiful, but I really am craving some more meaningful competitive pvp. Whether it be duels, arenas, or small scale crime system pvp, ill take anything at this point.

If you have actual numbers for me of people playing PvE and PvP or you can prove it somehow i can be pursuaded. But for now i trust what i see.

It is just something i see every time i play. And we have 3 PC's on a row so it's easy for me to see the players in their area's.
