So I stumbled along a forum post from Kai Schober in the German forum. He said this (rough translation below):

    That's funny cos the people I talk to on PTS say 1.4 is bugged to hell and back and not ready for the PTS let alone the live servers. :D
    Being First is not the prize, it just mean's everyone can stab you in the back.

    There is a difference between maintenance and patches.

    I'm happy they don't need to do maintenance when there isn't a patch.

    There are plenty of bugs in 1.4, even some new bugs in areas working fine right now on the live server. However, unless a bug is easily encountered in either the new arena or trial, then I don't think ZOS cares enough to fix it. On the ZOS priority list, fixing bugs ranks below everything except communicating with players.

    The people I talk to on PTS say 1.4 is good to release.

    Neither you or I have been on PTS. We need someone else to come and clear this up.

    Say somebody who indirectly works for us....like a Developer? Chances of getting one of those to actually tell the playerbase what they are doing is a long shot. ;)

    I have logged on to the PTS every day since 1.4 was loaded and I have logged numerous bugs. I spent almost four hours on it this past Saturday and I didn't enter the arena or the serpent trial. I don't think 1.4 is ready for release.
