It's the game design + the lack of a central AH. If an ingredient is designed to be rare, then it out to be on the market for everyone on a global server to purchase.

I had the same problem with ingredients when leveling and came to the conclusion that some are only available in factions areas.

I didn't find any garlic, tomatoes or some other mats until I got to VR and went to other faction areas.

I have no conclusive proof of this, it's purely anecdotal because I remember thinking the same as the OP.

I'll have to have a look when I get in-game and see how many oats I have too.
