you need to complete all the main quests, there are four at first, and then onces they are done you will get final quest The Missing Guardian

How do i finish "Learn how the Anka-Ra came to Craglorn" From the Celestial Investigator Achievement?

Anyone know what the 4th quest is?

the 4th quest is "The corrupted Stone" , I think you get it in main city , after talking to some of the npcs

^ A guildie shared this quest with me--it turns out, to get the quest "The Elemental Army" you can run to the Proving Grounds Dolmen in Craglorn. The Thief will appear there and give you the quest. This is also where you have to go to update your quest when it says "Talk to the Thief" (the quest marker doesn't show on your map).

Just wanted to make a note of it for anyone else trying to figure it out. = )

I am at the same stage and the only one i haven't done is Warriors call, unless i missed something, i have done

Elemental Army
Shattered and the Lost
the Corrupted Stone
Shadow One (cant remember name, in tower grind area)
Trails of Rahni'za

All my other craglorn quest achievements are whited out except 2nd and last one in celestial investigator

Update

I completed the Warriors Call the other day which gave me the 2nd achievement for celestial investigator, go back into the star gazers building after completing all 4 for the last quest The Missing Guardian
