I love fishing for what it is. No real gain (even before getting dyes). Just something to do that is not involving the whole level/pvp scene. Just explore and fish.
I disagree with white fish sold to a vendor for 3g, blue fish for 110g, but green still 0g.
It's all a work in progress but I fail to understand why you complain? Is it because you want fishing to have a goal or you want your goal of getting the colours to dye with to give you more? Do you want more from fishing, or less fishing for your achievements?
I'd love fishing to add to provisioning, to colours you can use, to alchemy.. I've postulated before about the "trout of combat" for duelling! As much as I like your postulation of fishing trophies.. all fishing IS trophies. (says so on the tool tip).
It was in, they canned it due to, *insert design / publishing reasons here*.
Probably design and time constraints involving cross over mechanics are harder to track. I DO agree that it could be incorporated into other skills.
I don't agree that it's not currently "worth our time". That is subjective and I like doing it, "Because it is there". A reasonable reason for Sir Edmund Hillary to climb Everest. My desire to just fish a virtual world pales in comparison.

New fishing holes could be added around Tamriel that require different rods to be able to fish in them.
