well, I'm VR6 at the moment, and ever since I hit VR1, the loot drops were mostly white, sometimes green, and only when I get very lucky it's something blue.
I've heard from other players or seen in the chat f.e. after a Dolmen, that they get blue or even purple stuff while I'm still sitting on white.
Some say it might be a bug, others say it's just "bad luck". I think it cannot be just bad luck since 6 Veteran Ranks, can it?

My most disappointing experience by now:
3 days ago, I tried to do the Lluvamir Dolmen alone (what other option do you have in VR zones). I even got the biggest endboss there is (as far as I know), Ozzozachar! I died 7 times altogether, but I could manage to finish the whole thing. It took ages to kill him and also the other Daedras before. I was so exhausted afterwards that I almost started crying. Then the reward chest: white stuff. That was it. Well, and the Ozzazachar's Door achievement plus another achievement for the 50th Dolmen. But I'm mainly talking about the rewards or loot. This must be a joke..

I've heard that others find even purple jewelry, how is this possible that I never do? And even blue armor is so rare that I'm constantly running low on crafting/improvement materials. Not talking about purple armor, they seem to only drop for other players.


But, I can't complain about Kuta's, I sometimes find one or also my hireling(s) bring them once in a while. But getting oats and tomatoes from a hireling or even finding purple recipes or even purple motifs is as rare as winning in the lottery, although I even started farming a while ago, I check every single container there is. At level 35 I found 2 purple recipes in Windhelm within an hour, and at about VR3 (I think) 3 in Shornhelm within about one hour as well. This cannot be a coincidence.

Though, this doesn't explain the white loot and rewards.
