I'd like chat bubbles, because sometimes it's hard to pin down who's talking, especially when roleplaying; though as @Artemiisia said, make them optional.

Oddly enough, facial animation takes a higher priority. I was confused about how important it is for me to be able to lip read the NPCs. Thanks ZOS!

Relatively few people want chat bubbles, but refuse to use an addon for chat bubbles.
But everybody sees dialogue, so yes it makes sense that refining lip synching would be a priority. You're a minority niche... deal with it.

I'd have to argue "we" includes all of us. If at least one of "us" disagrees, then it's no longer "we". It's "some of us".
That said, I've always found chat bubbles to be completely worthless. If I want to know whose talking I look at the name to the left of the statement in my "important" chat window. (filters out all /zone, etc.) I can't begin to imagine how useless they'd be playing in a first person game. Bad enough in third person ones.
wow, I see people who don't know how to tweak their chat window.
For those who say yes but other things need correcting first that is your personal opinion, to me this is the first thing that needs to be corrected. Everyone has different priorities.
You can tweak your chat window to display text above a characters head? Do tell.
