Do you mean rare as in gold like kuta and Imperial motif? If so even before the patch it rarely came up, that was the point of being rare.

I've gotten 3. skeleton, wasp and ice atro. Took a lot of skellies and wasps. Ice atro was 3rd I killed.

Killed like a thousand zombies ,and nada on that one.

I got 4, 3 skeleton chattering skulls, and one from a mudcrab.

Found 3 or 4 since patch. One dropped in dung.

Rare drops are listed under 'Consumables'. So... you have to eat them .

Decide which character is going to get the achievement and transfer the collectible to them via your Bank. Since they are Bound, this is the only way to do the transfer. Then have your character go "om nom nom" on the items.

Just finished a full play through of 1-50 started after update 3 and I found 5 collectibles.
6 including a double drop I got from a Dwemer spider.

Interestingly enough, I had not found a single one until the last major patch. Now I have found two, one at VR level and one on an alt at lv30. Thankfully they are account bound not character so I can shoot any I find to my main.

My girlfriend found one, I still have none! I sarcastically hate relying on luck of the draw.

There are several kwama mines in Deshaan (it's in Morrowind, after all). And plenty of Nix-hounds in Stonefalls and east Deshaan.

I've found several while leveling alts so far. I deposit the ones that I still need on my main so that I can collect them all on one character for now then use the extras across my alts in my own specific order.

I think some of these collectibles you have a better chance with if you a running an alt through the lower levels. My level 32 sorc has found more than half a dozen, while my VR12 has only found a few.

I think it's all just luck, I've quested 2 characters from 1-50 and seen a handful, but managed to grind 11 yesterday on my rank 12. Some drop within 10 minutes, others I'm spending 4 hours and manage to snag one.. followed by 3 extra ones .

I don't think it's a bug and I do feel it's intended (the collectibles not dropping from lower level mobs that is)... however it means an EP player is forced to make an alt in order to farm Kwama, Nix-Hounds and Wamasu which is relatively painful.

I'm not sure it is intended... because there are a ton of VR12s that could never ever get some of them (which ones you can't get depends on alliance)....

Even if you try and get some at appropriate levels, there is a chance you will not get them before you outlevel the thin level range the mobs show up in in your alliance... even if you do nothing but kill mobs in that range and don't do any quests.

Hell, if you just do the quests, dolemens and delves in a zone you can outlevel the last few, forget about trying to farm random creatures on top of it.

I just did Shadowfen on an alt. I killed every Wamasu, guar, and kagouti I saw going from quest to quest. I got zero colelctables.

I was 3 levels too high for the monsters on the last quest (7 levels above them). I got 1 collectible total in the entire zone. I got the one from the ice atro.. and that was from a dolmen.

I have already run 2 chars through the zone before they fixed collectables...some people have done more. How many alts am I supposed to make to get Shadowfen (or nix hound) collectables?

That's just silly.
