Could be a bug if it isn't however the tool tip states that it's strength is increased by 4% for each nearby enemy which in turn would increases the damage pop.

4% for each nearby enemy (HIT)... Not just cause they are around the temp picking runes and stuff..
I was under the impression that the shield was working as the tooltip states. Is this wrong then? Tooltip quoted below..

The 4% part never worked since launch.
Spell damage and spell power have no affect on how blazing shield works, only crit. And yes I am sure of it, I do it all the time. The higher hits above the ~2k range tend to be against vampires. 2k is not that hard to reach when players with high amounts of health + crit are taken into account. Now I'm not saying here that it isn't for sure the stacking problem, it very well could have been (especially depending on your defenses), but just to be clear a 2k hit is very possibleregardless a birdie told me zeni has this fixed for 1.4

But lethal arrow is getting buffed and hits for 2k plus ? I just do not get these devs.
