Broken Dodge Mechanic

So i run hist + blur. Gives me 33% dodge. I use quick siphon and i use sap essence. My addon (FTC) is showing that i dodge quick siphon heals and sap essence heals. I do the animation for dodge when i get these messages. I havent had a chance to look at my health because i am in the middle of fights. So, is this a broken mechanic or designed this way?

✭It's known issue. I've already saw video where NB dodge his own healing. I thought ZOS fix it. Odd. I'll try to find this video for you.
