How come I don't always get the option to upload a file under the "Attach an Image" option

Sometimes I get the option to drag and drop or attach by browsing. At other times I can only add a url. Can someone explain this to me?

✭✭According to the MODS only CS customer Support posts are supposed to allow files to be attached.
For the other forums you need to use a link or IMG code like this
