puncturing sweep/biting jabs bugged?

correct me if im wrong, but i coulda sworn biting jabs/puncturing sweep could proc evil hunter... but it doesnt now...

Luvsfuzzybunnies✭✭✭Is evil hunter supposed to proc on all attacks or just weapon attacks I'm at work and can't recall. I'll look it up here shortly but if it's just weapon attacks this could be the reason.

At least the morph Camouflage Hunter doesn't proc as used to be on Puncturing Sweep. However it procs on Toppling Charge..... Melee attacks. And Jabs/Sweep, Spear Charge, are classed as melee attacks.

Where does it say that these skills have a chance to proc evil hunter??? I must me missing out on something cause I fail to see any procs listed for these skills..anywhere. And what the heck is evil hunter?

It's a Fighter's Guild ability.
Evil Hunter
20% chance on hit to deal an additional X Magic Damage to undead and Daedric enemies and restore X Stamina, for 13 seconds. Killing an undead or Daedric enemy increases duration by 15 seconds.
New Effect:

✭I was really looking forward to using Evil Hunter on my Templar, but it's pretty useless if it doesn't proc off of Biting Jabs.0 -

Tried using it many times as Templar for the past few months. Never worked.
Either the description, or the skill is bugged. Bug reported it again and again, but still no reaction from devs.0
