People are chasing Achievements to unlock dies. However most of higher ranks do in fact stand back and let the lower level people have fun. I just did one where I was a L46 in Auridon. I Impulsed the Cultists, then stood back and let everyone else have the fight, spitting a few fireballs from my staff every once in a while if someone is getting ganged up on.
You might even send out Say or a Zone or even just whisper. Ask them to let you have most of the fight. All you need is one hit or heal during the fight to get credit for the Dolmen. No kills are needed. So, they more than likely would stand down other than a few spells so they get credit. I know I would if asked. I mean it's not that much fun to faceroll a Dolmen, but the Achievements are nice.
Or, you can wait about 15 minutes until the Dolmen comes up again...

This, always do it then I'm solo, same for waiting with killing bosses if I see someone comes running. Never realized that the only way i can do level correct dolmens is with a VR samaritan healer watching my back ...

Based on a couple of Generals I have battled in the past few days, I would think that sometimes the lower leveled folks would like some higher levels around if those spawn. Some of those guys are tough.
