Need help with monitor

There really isn't any other place for me to put this, So it will be in general.
I have a Asus VS248H-P monitor, it claims its 24 inches but there are black bars on all sides of the screen making the visual of ESO a lot smaller, each of the bars is like 2 inches.
Does anyone know how to make it full screen with no black bars (im talking the screen is plastic to plastic, not plastic to 2 inches of black then visual screen)
