My guess is that it was so heavy it fell off the boat and got stuck under water (;)), but there's a dye station under the water near the docks in Riften LOL.
Wasn't just me either, managed to show it to another guy. He managed to get the pop up option to use it lol.

I think the water of Tamriel is akin to the water of the dead sea. That would explain why you float up so fast after jumping from a high place, and why we cant swim underwater.0 -

Rather than take cheap shots at the programmers, this is the exact kind of thing that they should get compliments on.
I think the reason using them to make some easy insult annoys people is that cheap shots discourage creativity on the designer's part.
I don't want to give whoever did this a sense that taking the time to put in things that have no reason to be there other than to add character, fun and amusement will just get unappreciative insults. It would be sooooo easy for them to just consider it not worth it and go all cookie-cutter.
