How Can I Improve the Cyrodiil Lag?

I have recently upgraded my PC with the help of my guildies (UDL - I LOVE YOU!) and am still experiencing some issues in Cyrodiil.

During times of high population and traffic, the game will be fairly smooth for 2-3 seconds, freeze for half a second, then smooth again. When it gets more congested, the freezes occur more often and can sometimes wind up in a crash, and me VERY much dead nightblade....

What I want to know is if there is anything I can do on my end with my PC settings to help this issue, or is there something still buggy and unfixed on ESOs end? My PC specs are as follows:

Processor: Intel(R) Core(TM)2 Quad CPU Q9550 @2.83GHz 2.83GHz
RAM: 4.00 GB
System type: 64-bit Operating System
GPU: NVIDIA GeForce GTX 660 Ti

Internet: (speedtest.net)
Ping: 27ms
Download: 28.62 Mbps
Upload: 4.75 Mbps

Cyrodiil will be laggy whatever PC you have, its a well know problem even on NASA-like computers. However, you RAM is low for ESO. Many times I see, eso.exe uses 3.5gb of RAM while playing which probably decreases your performance generally. You may need to upgrade it too.

As I said, even if you enter a pvp area with lowest graphic settings, you will freeze anyway but it would be better if you close anti-aliasing, decrease shadows to medium, decrease view distance to 15-20 and close all effects except grass before entering a pvp area. It won't stop freezes but at least it will let you see around

Is there anything special to upgrading ram? I tried to before on my old computer but it caused blue screens. I assumed it was because it was running windows vista 32 bit but I'm not sure.
