Just wait for spellcrafting. I have a feeling it will fill in the missing parts of each class.

What if ZOS added in the ability to change your class for a small fee? It would help keep the game open for people to do whatever they want, and add the ability to sorta see it all and do it all on one character.
The logic behind it is lets say I have a Dragon Knight, and I level that character up to v12 and now I suddenly want to play Sorcerer. What if I have my character study the magical ways of the sorcerer, learn how to become a sorcerer, then switch to being a sorcerer from being a Dragon Knight.

You learn how to play the class by levelling it, if you just change it via a service, then you can't play it properly. By the time you figure out all the ins and outs, well you could just have levelled one up from level one, and have two characters.
Problem with Swapping Classes is you will have to build up exp in the new class. Since you get no exp on lower level mobs, this will leave you weak until you have built things up again. And, which skills are you going to build up? Unless you have played that class on a similarly equiped character, there is a learning curve. Also, the better skills don't show up until higher levels, so there is that too.
I solve this by having different characters for each class.

The "problem" you mentioned isn't nearly as hard to deal with as you think and I believe many others would agree with me on that point.
