There is a point in improving items at a high level. It makes them better.
The root of my point is that I feel low level gear goes to waste since we won't use it after we pass the level. And I'm curious if low level gear has a unique appearance if improved to legendary, and what would the point of this be?

This is an MMO that uses a leveling system. Of course low-level gear won't be used after you out-level it. It's not intended to be used for long periods of time.

Because they wanted the option? And don't say "no one," because I'd wager that some RPers would improve their low-level gear to that quality. I just wouldn't waste the materials because I don't RP.

Not true. I found a purple Weapon around Level 10 and used it up to Level 15/16. Pointless meaning the gear at the next level bracket will make any improvements obsolete so it's a waste of materials. Instead of being able to increase our gears level and keep the quality, we are forced to throw it away and start from scratch.
There is a point. It's a time sink. That's all. And the starting point in this never ending sink shows exactly what happens in the end, no one ever improves any gear that isn't top level, so the entire improvement system is only important at the top level. Until the player reaches it, they just hoard their stuff. This is why so many get mad when their top level gear gets bump down to second class. At some point, you want to get stuff that you won't have to throw away.
This whole improvement system is a waste of time.

No, that's a choice made by the developers. An MMO does not need this mechanic to be playable. Leveled gear is a waste of time. It's also a system which keeps players from being equal, which is another stupid incentive. Instead of creating a game where players have evenly matched abilities, and must beat each other through strategy, they just give players with the best stuff the ability to win simply for putting more time into the game. Time does not equal skill. They did not have to design the game like this, but they did because stupid people don't know anything different.
Because TES is suppose to be like every other MMO right? I don't remember any gear in TES ever having levels. The quality of the item determined its strength, but the items were never level locked in TES.
