In regular combat forcful is procing as it should be. I have only replicated this in this scenario:
2 opponents facing away from me standing next to each other. Usually near an enemy campfire or guards in a doorway etc. I sneak up heavy attack. .They die.
What's happening is that the Forceful splash attack can sneak attack as well. The splash attack does damage relative to your position so if you are standing behind 2 monsters the Forceful splash attack will also sneak attack (and likewise if you are standing in front of the second mob it won't sneak attack and just to 25% of the sneak attack hit)
Your 1595 is splashing about 400 damage to the back of the mob next to it and that 400 damage then sneak attacks as well.
Depending on what buffs your sneak attack a Forceful sneak attack can scale quite well depending on the damage of your initial hit since it's very possible that 25% of your sneak attack damage is more damage then what your initial heavy attack hit for.

This is completely NOT what actualy happening. Forcefull rank 2 doing 100% of damage to 1 additional target with 27% chance to proc instead of 27% of splash damage.
Therefore when you do ambush with 2H weapon on 2 mobs standing close enought to you, you actualy making ambush on both of them.
This is easy to check if you attack the mobs which wont die instantly with your ambush and have same ammount of HP.
When it procs, you will clearly see them both have same HP left and they both will be stunned.

That is absolutely NOT what is happening.
I just tested it. The skill works exactly as it's stated. It proced on every attack to a nearby enemy (to you) for ~25% of the damage.
Go out and test it yourself. It's definitely NOT how you stated it.
