Not a solution per se, but you should check it out next time it happens

yea I'm not exactly dodging red circles when this happens to me. In pvp wasting stamina like that is a bad idea. Lately, it seems like if I move some, it will clear up. I just block until then, which I would have done anyway, though that also wastes stamina while I simply block and make no attacks.
Also, I'd love to have a chat command for latency readout, much like we have FPS.

Well, I only pvp and as I said recircle etc so as not to list; dodging projectiles, talongs and many more things.. now just thank me since I at least provided an option.

Windows Task Manager can provide that. Just bring it up, launch the game, then you can Alt Tab to the Task Manager.

Sometimes, this game is so very unresponsive. I particularly find spells with long animations to cause followups to not register. Templar's Focused Charge and Blinding Light / their morphs give me plenty of trouble. I guess some of this being addressed sooner or later, according to the Quakecon report, but I wonder if any of this is server-side. It certainly isn't me. My internet is by no means fast, but it's more than enough for gaming and my latency is superb:
Anyway, any other abilities that seem to give similar results? Feel free to share.

Ahhh cool, didn't know I could do that. ESO is sitting at 40-75. That's way higher than it should be.

That is actually a great Ping Latency. It can take 40 Ms to just get out of your ISP's cloud. Anything less than 100 is not going to cause any issues on an online game. It is not until you approach 200 that gaming becomes frustrating.
