Your evidence is speculation. The lead dev for this part of the game spoke at quakecon and what he explained would be the closest piece of evidence we have. If you knew how a chain of command worked, you'd know that. Not only did Nick Konkle sound like he had no idea what he was talking about, Paul Sage is the guy in charge of the project so he is the one who will know the specifics. If you watch the quakecon video, you'll see the champion constellations are already made and the points are for upgrading specific skills just like in Skyrim. He never says the points will be your rank, and he never says veteran ranks will be removed. Seriously, learn English and stop spreading bad information.

You didn't see me make a tempest in a teapot on the forums when 20+ legendary glyphs I had and was actively trying to sell that were VR10 (cap at the time) auto-magically rolled to VR9 when 12 was added, becoming worthless overnight. I wouldn't worry though, the complain train is going to be starting up in earnest in 3... 2... Oh wait, I'm a bit late to the party aren't I?

But this isn't how "an MMO continues" because the rate at which they're increasing the level cap and resetting gear isn't anywhere near normal. If NFL teams just suddenly started trading hundreds of players every week during the season - so much so that teams were comprised of completely different players from week to week - rendering following and rooting for any one team pointless, the argument "yeah, well, players get traded all the time, what's the big deal?" wouldn't exactly work. Clearly something out of the ordinary is happening that is having a negative effect on the game.

Only problem here is that those minuscule stat gains, actually do play a part in PvP. So now there will be a larger gap of VR 14 vs. VR 1 - 3s. In these scenarios, the cap will actually mean something. Funny how little incremental stats matter little in one-aspect of the game, but then matter more significantly in another aspect. It's also a bad design move.
What I'm really worried about is the seasonal garbage. Now that is genuine vertical progression, but masked under the illusion of not being grindy. They can sugar-coat it under easy accessibility all they want, but that's besides the point. It's the logical reasoning behind it that irks me. It might be a earth-shattering prospect, but some of us actually like the look of a certain apparel, the bonuses it provides, and it's aesthetics. Thus, some of us do not have this insatiable desire to chase gear and biscuits for some sense of fake achievements. (PvE VR "challenges" are filled with fake difficulty mechanics so go figure.) So now, in order to enjoy end-game, we need to wear a specific seasonal garb.
Do skill and tactics even exist anymore? Or is gear grinds the easy band-aid solution to everything?

But I digress... As for this gold mat dilemma, why not better balance it? As of now, you need to spend the minimum of 8 tempers per piece(maxed temper perk) compared to just 4 - 3 - 2 for purple - blue - green respectively. Why the sudden exponential requirement? When the gain is so minuscule?? A full gold set vs a full purple set, is a 5% overall increase at best. This would be ok, if only 5 tempers per piece were required. But for 8 tempers per piece?? The reward just isn't worth that kind of investment.
So, instead of complaining about wasting mats. How about we give ZOS something to work with here? The core of the issue is the expense of Legendary Quality. If the stats are going to remain this minuscule to prevent people with loads of Gold tempers from dominating things, then the temper usage and expense needs to correlate with the other quality incremental increase and expense.
