8k one shot, how do I avoid this?

Okay not coming here looking for a nerf, just trying to figure out if this is as intended and maybe there is a way I can avoid this or not.
I was riding my horse to Ash, which was under siege, and got sniped... for 8.4k. Obviously, blocking wasn't a possibility since I was on my horse, but I'm not sure blocking would have mitigated this. I am running 6 pieces of impenetrable, too.
Is there anyway to avoid this. It seems like I shouldn't be getting one shotted like that.

✭✭It's a glitch that scales over time. Some people exploit it. Even when it's not doing that, some players have made NB bow builds that can do almost 3k damage in a split second, which actually is stupid balancing.EP: Slania Isara : Harambe Was an Inside Job0 -
Kewljag_66_ESO✭✭✭✭✭It is some kind of bug, With the best possible damage build and the target fully debuffed the damage should never go over 2200. In most cases a Sneak attack snipe will do 1200-1800.
The only exception is Lethal arrow on a Werewolf where you can add 50% more damage to what i said above0 -

✭No one cares what damage npcs do to you at any given time. Attacks like that are meant to be one shots.

I'm serious. I'm fairly sure if you are getting smashed for 11k in pve, it's intentional.
