OK, It's not Zenimax's fault, they have to abide by a legal team who advise and know these things. Mostly because of the litigious culture many of us live in or simply because the laws of the country/province/state you live in try to curtail gambling or speculation outside it's own boundaries.
There are probably more than half a dozen other reasons.

AoEnwyr✭✭✭✭I believe Quebec is one region that is unable to enter the competition, although the rest of Canada can. No doubt it has to do with regional laws but unfortunate for forum goers who wish to participate.
Even within countries there can be complex rules regarding competitions. I know within my own, one state in particular has a different set of rules regarding competitions that require you to purchase a product to enter. Basically competitionss that have the prerequisite of "Send in 5 barcodes or labels" etc are perfectly fine except for one state where people may enter regardless or having purchased the product or not. I don't understand the legal reasons behind it, something to do with lotteries, gambling and being forced to by a product I believe. None the less, serves to demonstrate a point: I'd hate to be a consumer law lawyer and as far as trying to deal with all of the international laws Zenimax would have to work with, not a chance
